It does not work like that, without going into it too much, if you port a head bigger than the size where it is efficient it slows the air down as it's passing through, you need to find the size that makes the air move as fast as possible and more often than not the standard size will be very close to perfect. It's not all about air quantity it's much more about air speed! It's only when your going for monster power on some not all engines you will need to port the head. It has nothing to do with forced induction or n/a, it's about making the head as efficient as possible.
