in theory could I buy this lot off you , change the details of the tax on my car , and pay the 82e a year to tax it as a taxi ? i presume i need all the stuff ' installed ' and correct imsurance , get a year or so driving out of a m5 taxi and sell all this stuff on again .

Before june 8th that was the case they've changed it car has to be under 3 years old now..

all in, if i got this what else would i have to fork out to set up as a taxi... whats this about the car havin to be under three years old? does that mean i cant get an aul cheap carina or sumthin?

That used to be the way mick but since 8th june 2010 anyone starting out needs a 3 year old or newer car
