On a skyline/200sx you can run up to approx 0.9 bar(with supporting mods) before you start getting to the limmits of the standard ecu.
The safc modifies the signal from the air flow meter to the ecu which in turns causes the ecu to adjust fuel flow, changing the airfuel ratio to suit the mods.
It can only change the fuel map though so for upped boost, exhaust/intake mods etc its is fine to optimise fuelling but for further mods, larger turbo and cams especially like you mention, you need a full controller that can look after the ignition timing etc as this is just as important as fuel control.
In short, to get the most from cams etc you need a mappable ecu.
