oil spray comin out of the blow off and turbo not boosting

i thougth it was the actuator but now i am thinkin its turbo that is about to go pop

I know of one fella rebuilding turbos, but i priced him before and he was looking for 500 hundred quid to rebuild a turbo off a volvo
