A turbo has to have a wastegate, it can be internal or external.

Larger turbo's will run an external wastegate simple because the diameter needed wouldn't fit in the turbo housing. Externally wastegated turbo are also more flow efficient as they don't have an internal wastegate upsetting flow when its closed.

With regards to water cooling.the theory is it can be removed from any turbo once the car is running an oil cooler as for track use a water cooled turbo can have an adverse effect on water temps but I wouldn't recomment it on any turbo other then ballbearing.
