Most paints with out a lacquer will be a matt finish but won't really last so if it's a road car I'd look into getting a matt lacquer. eBay do a matt paint kit with a lacquer and base 5l for 150 pounds but it's black.

Use grey primer, a lot of people don't like it but I think it looks awesome, here is a look at mine

ALL CITY RECORDS in dublin if you are ok with just using spray paint,

    http://shop.all-cityrecords.com

they have a full range of Montana 94 Matte spray paint, shitloads of colours to choose and its very hardwearing and the coverage is very good as its made specifically for graffiti!you can also get different Caps so you can spray precicely or have a wide coverage cap!

iv personally used it and found it savage although the colour i chose was just worng but that was my own choice!haha

plus using gray primer isnt a good idea as primer is pouris and will hold moisture

true,, fine though if youre not putting it over repairs,, any solvent base-coat will be grand also, wont come off but may shine up if you polish it,couple of good dry coats will stop that happening, matte laquer is grand also if youre not doing a cheep and cheerful job, will have a bit of shine to it though,, more satin than matt,
theres a p-u matt available too with a 3;1 mix, great stuff and will never shine up if you rub or polish it , here it is on my own car,, theres also a dusting of amethist/silver pearl on top to give it a bit of sheen
