Cheap boost controller or manual??

I'm looking for a boost controller for the next drift day in mondello.
need something cheap, I have a manual one but I think it's wanked

I've an old hks one in the car I don't know how to connect it up it's bypassed atm
I'm running an sr20det with t28, walbro 225,exhaust decat,fmic etc.
and I'm only getting .5 bar boost

One end of the manual boost controller is open is this normal???
