They've only refused financial assistance from the Government but the Irish Red Cross are working closely with the Japanese Red Cross who do need all the help they can get. I know it's a bit confusing but the bottom line is, yes, the Irish Red Cross need donations and those donations will help towards the relief effort in Japan.
