Its def an old phone kit of some sort, saw one similar in a mates 180!

i take it the should be a mic somewhere if thats the case.
actually, the little black wire on the right looks like it could be a mic wire.
and the dials could well be for adjusting volume like the ones on the underside of house phones.
it actually looks like the black box axa use to put in yoks haha
wouldnt be too worried about that, i'm not with axa for a start and i know it can break the speed limit so its not working if it is lol.
