Up to date rules and regs?

I might be stupid bug I can't seem to find any up to date rules and regulations on safety, cage regs, glass windows, fire extinguisher etc
Even up to date rules on race suits, do ya need 3 layer, gloves boots and so on?
Any help appreciated
