heater console died (r33) need advice

heater console died today, had parked up for maybe an hour and when i started the car the heater console wouldn`t work. Pulled the fuse cover beside the steering wheel but it was too dark to see if one had blown, just noticed that all the writeing on the cover was in japanese, so is the fuse for the console in that cluster? and has this ever happened too anyone on here?

Fuse is located very bottom of left hand row. Mine is blowing fuses constantly:(

Does it light up?but no air from it.
